Problem
The lecture and readings discussed the history of emergency management in the United States. We have seen an evolution whereby responsibility for emergency management in the US evolved from a system that was fragmented across numerous government agencies (the so-called "Dual Track system") into one in which responsibility is coordinated by a single agency at the federal level (ie, FEMA). Each approach has its advantages and disadvantages. Using the readings and lectures, discuss which approach you think is best. Justify for the answer. For the sake of this question, assume that a choice between one or the other must be made (ie, a "middle of the road" mixed approach is not a valid answer).
