When is claim has been discovered and when the claimt arose


Problem

Mr.X purchased a light bulb 8 yrs ago, however, the light bulb has been sitting in the drawer. Today, when Mr.X used it, the light bulb was exposed. Which caused a bad eye injury to Mr. X. Afterwards, when Mr.X see the box of the light bulb, it has been stated that the light bulb only could function for 2 yrs. According to the limitation act, The general rule is that most lawsuits must be commenced within 2 years of discovering the claim (i.e. when the claimant knew or ought to have known of the claim) - "discovery principle", and 10 years from the date when the claim arose - "ultimate period rule" Specifiy in this case, the 2 year period and 10 year period. In other words, when is this claim has been discovered and when the claimt arose?
