Generally, we can determine that the sources of our laws come from the three branches of government: Executive, Judicial and Legislative. Our highest executives in the Executive Branch for the federal government is the President; the Governor for the state; the County Judge for the county and the Mayor/City Council in the city. They preside over a significant number of federal, state, county and city agencies and departments. All of these agencies and departments have been given the power to issue rules and regulations affecting their subject matter jurisdiction. For example, EPA has been given the power to issue rules and regulations affecting water, air and waste. Similarly, a county health department has the power to issue rules related to health like issuing licenses to restaurants. On the other hand, the Judicial System creates principles of laws through case decisions or developing common law. Finally, the Legislatures creates laws and regulations by passing bills.
