Was supervisor guilty of unfair equal employment opportunity

Problem

A female maintenance worker with a high school diploma worked for a city park for seven years, receiving good performance evaluations. She was never offered an opportunity to attend training programs, nor was she ever notified about vacancies in better-paying positions. After witnessing the third promotion of male employees with less seniority and noting that their expenses had been paid to attend a maintenance workshop prior to each of their promotions, the female complained to her supervisors. The response was "aren't you happy in your present job? I didn't think you wanted extra training or a promotion."

Was the supervisor guilty of unfair equal employment opportunity practices under the law? Make a case for why or why not.
