Understanding the role policy plays in determining the environment in which practitioner and client interact is so important because the engagement has to be comfortable, safe, and in the well being of the client. As the client feels safe and builds connection with me as the Social Worker they will be more prone to be informative and share information that will lead to an overall solution that will help me connect them with the resources needed, identify their strengths, and highlight their problem(s) that may may be on a macro cale where policies need to be addressed and adjusted or to create new policies. As Popple & Leighninger (2019) explain in The Policy-Based Profession, policy provides the structural framework within which social work practice operates, linking individual needs with broader systemic realities. Social workers must understand how policy shapes the environment in which practitioners and clients interact because policy determines access to services, eligibility criteria, confidentiality standards, and cultural responsiveness are all crucial for building trust, positive relationships, cultural humility, and competence.

The dichotomy between micro and macro practice highlights two interconnected levels of social work. Micro practice focuses on direct engagement with individuals, families, and small groups to address immediate needs. Macro practice involves influencing policy, advocating for community change, and addressing systemic inequities. Both are essential: macro-level policies shape the contexts in which micro-level work occurs. One contemporary example is the Justice40 Initiative, a federal policy requiring that at least 40% of certain climate, clean energy, and infrastructure investment benefits go to disadvantaged communities that have historically faced environmental burdens. Social work is identified as a policy-based profession because legislation and public policy shape the very services and protections social workers use to assist clients (Popple & Leighninger, 2019).
