Barriers to Action Planning and Contingency Plans

There are seven deadly sins of strategy implementation. Thinking about these “sins” will increase your understanding of the challenges in implementation. Contingency plans are alternative plans that are put into action if the strategic assumptions change quickly or dramatically, or if organizational performance is lagging. As such, effective contingency planning provides for alternative strategies to be implemented quickly when strategic assumptions change.

Consider the following scenario. You are the CEO of a 400 bed acute care hospital. In order to maintain a breakeven financial result for the coming budget year, you must implement a downsizing of the labor force by 20 percent. This strategy translates into a lay-off of approximately 200 employees.

1. Describe some of the barriers to the implementation of this strategy.

2. Explain how each barrier can be overcome.

3. In your opinion, should management have to spend the time to implement contingency plans to overcome any or all such barriers?
