Should we focus more on treatment rather than prevention

Problem

Do you believe addressing the problem of moral injury requires more focused ethical training, e.g. incorporating appropriately staged ethical scenarios into Tactical Decision Games (TDGs) prior to deployments? A stricter set of demands upon our politicians regarding when and where to employ force, i.e. to ensure that when we fight it is only for truly just reasons that are easily identified, and help those tasked with fighting to know their cause is just? Should we simply focus more on treatment, rather than prevention? Some combination of the above? Or doing something else entirely?
