Power can exist at the individual level, such as having confidence or knowledge, but it also exists at the systemic level, where institutions and policies determine who has access to opportunities and who faces barriers. Diller (2020) explains that "power is often embedded within dominant cultural systems, meaning some groups benefit from unearned advantages while others experience marginalization." When social workers understand this imbalance, clients are served more efficiently. Social workers who support non-White clientele become empowered as well as their clients. Empowerment is not about "giving" clients power but helping them access and strengthen the power they already possess.
