Problem:

You are the PM on a project that until recently had been going quite well. Due to an issue with a vendor, raw material delivery has been delayed by 3 weeks. There is a lot of frustration among the team, and at the last progress meeting, tempers flared during a heated discussion as to why this delay was not anticipated.
