1. Preparing for a terrorist attack in its simplest terms is broken down into two separate components; resiliency planning and reactionary planning. Discuss the roles and characteristics of both resiliency and reactionary planning when preparing for a future terrorist attack. Compare and contrast the advantages and/or disadvantages of relying too heavily upon one type of planning over another.
2. Fusion centers are one mechanism being using to coordinate terrorist tracking and prevention activities among criminal justice agencies. Discuss the role of fusion centers in the war against terrorism. Your discussion should include the structure and organization of a fusion center, the method by which they are operated, and any controversies that have emerged as a result of the creation of these inter-agency collaboration operations.
