Assess the quality and effectiveness of the current program

Assignment Problem: Please answer the question and provide references.

Robert has the following data available to him concerning WIC participation: A study of withdrawal rates from the Texas Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) found an overall withdrawal rate from the program of 50 percent, with older infants (7 to12 months of age) having higher withdrawal rates than 6-month-old infants. Thus, infants and children withdrawn from the WIC program are more likely to be at increased nutritional risk than those participating fully. Withdrawal rates from WIC are believed to be high in this state, but no data describe the problem of the factors contributing to it among the state's WIC participants.

Question: How can Robert apply the data given to him to address these issues? For example, the quantitative data given regarding the percentage of people who do not continue the program after 7-12 months can be used to further assess the quality and effectiveness of the current program (and all services included) for the target population.
