Functions that  return a value  to the  calling program are called as function sub programs. Function sub program are used as functions just like  the functions used in mathematics. They may  have zero or more arguments in their definitions. Generally a function sub program without an argument is easily confused with a single variable name so it should be avoided. But  if function sub program has more  than zero  arguments, then it  does not redefine or changes  the value of its arguments during a computation and  produces one value as the result of the evaluation of the function. So a function sub program can return only  one value  as a result, that why  it is also called  as the value oriented sub program. Functions that return no value  to the  calling program are called as procedure  sub programs. A procedure  sub program is used to perform  a simple  task  that may need  many computations, that why it is  called  as the task oriented sub program.

If functions  and procedures  act as utility sub programs, they  should be defined  at the  beginning of the program and such a sub program will be called  as the utility sub program. If it is required that functions or procedures are needed to be defined within  another procedure it is  acceptable if it enhances program understanding. But  functions  or procedures should not be defined  within  a function definition  and it should be avoided.
