From Hydrostatics it is recognized that an object does not sink when its density is equivalent or less than the density of fluid in which it is immersed. Whenever the swim bladder is completely filled by gas it decreases the density of the fish body and whenever it is emptied, this density is raised. Therefore this mechanism controls the fish depth beneath water.
