Problem: The city of Fresno faces a major homeless population. As of 2023, (Quintanilla, 2023) reports from the annual Fresno Madera Continuum of Care that nearly 4500 people were homeless, showing a 7% increase from the previous year. 36% of the homeless population suffers from substance abuse while 33% report mental health issues (Sheehan, 2023). This problem is further exacerbated by the lack of affordable housing. 69% of apartments are at risk of becoming unaffordable for low-income families, as stated by (Bergstrom, 2023), as well as 17,000 homes at risk of being unaffordable as well for 36,000 low-income renters. Even though $90 million spent in homelessness relief given over a period of 3 years as well as $200 million in state and federal funding since 2021, homelessness continues to rise (Warszawski, 2023).
