Problem: Protestors in Wisconsin blocked the main intersection to the freeway for over two hours, from 4:30 - 6:30 pm. Many of those protestors were arrested, even though, for the most part, it was a peaceful demonstration. The charge of "public nuisance" was among the various charges listed. Why?
