LoQuisha is a 17-year-old junior in high school who has a learning disability and uses a wheelchair due to spina bifida. She and her three siblings are being raised by their grandmother, Evi Stevens. Evi works two jobs to provide for the children and is rarely available to participate in meetings. In many ways LoQuisha is a typical teenager in this high-poverty school. She is popular, outgoing, and loves to create art. She and her teacher, Mr.
Milner, have been discussing her transition plan, and she has indicated that she would like to go to college to study art. LoQuisha is afraid to share her plans with her grandmother because she doesn't think she will be supported. Her grandmother is concerned about funding LoQuisha's college because her resources are already stretched so thin to provide for LoQuisha and her siblings.
LoQuisha lives near a community college and has access to public transportation. Mr. Milner is supportive of LoQuisha's goal and has offered to schedule a visit to the community college. He has assured her that she can be successful in college and that the school offers support for students who have disabilities. LoQuisha is worried that her grandmother will not approve her transition plan if it includes college.
