When General William T. Sherman established the Sea Islands as a refuge for freed black slaves, many blacks established homesteads on the islands. However, in 1865, blacks were evicted by the army. This was because President Johnson had ordered all land in the South returned to their former owners. This sparked outrage and protest from the newly-settled blacks, who thought they were being denied their freedom.

So, it would appear that even though emancipation took place and the Civil War ended, blacks still did not enjoy the same equal opportunities as whites.
