Why are economists concerned that welfare programs (such as AFDC) designed to help disadvantaged families and individuals may actually leave participants in a more disadvantaged position as time passes? What suggestions do you have to reduce these long-run problems without leaving poor people-expecially children-in desperate circumstances in the short run?
