What level of success is required in order for something

What level of success is required in order for something called “social entrepreneurship” to be deemed successful? Does it make any difference whether the entrepreneur declares their intentions ahead of time, regarding both that their entrepreneurship is “social” and that it will be entrepreneurial, in order for it to count? If it is true that entrepreneurship often is noticed only after the fact, then when is it legitimate to label something as socially entrepreneurial?
