Problem
As we start the term, we will look at the role generally of security both public and private in society. The response to a disaster regardless of whether it is natural, man-made or terrorism has traditionally been the duty of government. But how effective has this process been. Can it be done more efficiently? There have been some critics of the government's response capability who have asserted that the private sector can accomplish the response process better.
