I would like to research how health care reform is impacted on the state level by the federal government. Since states are primarily responsible for public health (dental, mental, community health services) and provide funding along with some federal funding why is there still a large population of uninsured in Florida?
The issue can relate to any local, state, or federal government agency or topic of intergovernmental relations.
Submit a topic for your term paper research and an outline of what you intend to address. For example:
I. Topic = a current issue in intergovernmental relations
II. Introduction = describes the current issue, why is it important, is there a history, etc.
The introductory section of the paper may describe the intergovernmental program's history and the development of the particular issue. Specify the nature of the exact issue described in the paper.
III. Stakeholders, Participants, Affected Parties = what local, state, or federal government agency, interest group, non-profit organizations, political parties, metropolitan regions, tribes, etc., are involved, impacted or advocating a change or resolution of the issue?
Include the positions of the different actors in the intergovernmental relationships.
IV. Intergovernmental Relations Assessment -
Relate the perspectives of the various parties from their points of view. Is it the result of a mandate from another layer of government? Is it a regulation? Who may have control? On what is the authority based? How is or would it be funded? Is it resulting from a geographical or boundary dispute? Does it involve economic assets or externalities?
What is your analysis as to who is right and wrong?
V. Conclusion - what is likely resolution to the problem? How would you use your new understanding of intergovernmental relations or intergovernmental management to recommend a suitable solution?
VI. References - what readings from the course and external reference material will be searched initially for substantiation of your arguments.
