Your neighborhood association manages a swimming pool that is open to both neighborhood residents and a limited number of outsiders who pay a fee (members of the association have a fee included in their association dues). How many outsiders do you want to accept? How would you determine a charge? Would it be peruse, a flat fee, or a combination? What factors would influence your choice?
