Problem
Policy application. Suppose that you live in a small, self-contained neighborhood that has a neighborhood association. The association automatically counts all property owners in the neighborhood as voting members. The association owns a vacant lot, and the members are divided about its use. One group wants to leave it undeveloped as green space, a quiet buffer against outside noises; the other group wants to develop it into a picnic area and a playground for the children. You, as president of the association, have to help them find a solution. How might you determine the highest and best use of this property?
