What factors impact intelligence analysis


Problem:

Bureaucratic politics and organizational dynamics have a strong influence over the Intelligence Community and can directly impact intelligence analysis. It is essential to comprehend how these factors impact intelligence analysis and how this issue affects real-world scenarios. Bureaucratic politics encompasses personal biases, external factors such as foreign governments or lobbyists, and the influence of other policymakers that directly affect intelligence analysis and the actions taken based on those reports (Welch 1992). Organizational dynamics are the way that the government deals with problems through how it processes information and the general routines and behaviors of large government organizations (Welch 1992).  

Bureaucratic Politics can easily have a negative effect on intelligence analysis. One of the most prevalent biases that influence politicians is confirmation bias. These individuals are looking to confirm the presumptions they initially had about a situation or incident, either to prove they are correct or to promote one political agenda over another. A major example of this is the Iraq War. Politicians assumed Saddam failed to cooperate because he was developing weapons of mass destruction when, in reality, he had abandoned the programs (U.S. Government 2009).

Organizational dynamics can be just as much of an issue when it comes to intelligence analysis as bureaucratic politics. A large part of the issue stems from the sheer size of the organization, which causes issues with communication between different entities. Another issue is complacency with different issues that can arise, and assuming they are normal or being worked on by another part of the organization. An example of this might be 9/11, where there were reports of Bin Laden recruiting Muslim-Americans (U.S. Government 2009). This information was cast aside and not received by the right individuals or entities that could have properly addressed this issue. Both Bureaucratic politics and organizational dynamics pose substantial challenges to intelligence analysis, which is why it is critical to look at past examples to see where and how these issues can influence today's problems.
