On November 24, 2017, two men began fighting in a subway under London. People near the incident thought there was a terrorist attack occurring and began running, which caused those they were running past to also run. Within minutes, London was experiencing mass-panic and chaos, resulting in several injuries from people being trampled by others. After viewing the video of the London mass-panic, tell what, if anything, the police could have done differently once the first emergency calls came in, and what, if anything, they could have done proactively to minimize this incident form the beginning.
