The correctional counselor is responsible to recognize when the offender (client) has met their agreed upon goals or when it is clear that the offender is not benefiting from the counseling relationship. The counselor must clearly communicate to the client before their last session that the relationship is coming to an end. This allows the client to prepare for the conclusion of the relationship and express any concerns they may have about the termination of treatment. It is normal for the client to feel abandoned and the counselor should make every attempt to avoid this by explaining to the client that the end of treatment is a major milestone or accomplishment in the client's life and should be looked upon positively.

When making this decision the counselor must also take into consideration the positive and potential negative consequences to the public as well as the offender (client). Many counselors, whether in a group or individual setting have a small ceremony to recognize the client's personal achievements. It is important for the counselor not to underestimate the importance of a final session and inadvertently replace it with this ceremony. It is crucial to the client and the counseling process for the counselor to provide the client with sufficient resources for the continuum of care once the client is out of therapy.

Lastly, follow-up phone conversations after the first three to six months of termination, when appropriate, allow the client to feel valuable to the counselor and that their relationship was meaningful. These follow up phone conversations also allow the counselor to listen to the client and identify any potential issues the client may be having and suggest an appropriate resource for the client.
