Class, have you ever searched the registry before for your state (California) or jurisdiction? If so what have you found? I had to keep a check on the registry for each of my offenders to ensure they remained registered and decided to enter my own address to do a search on who was registered near me. We have this registry and the public seems to appreciate it and it allows us to monitor where they live but even with continued monitoring, do you think clients will reoffend?

Part of discussion:

You bring up a great point about the safety of the community or even the client. In these circumstances, continued monitoring can be helpful. You noted the special population of sexual offenders and this is often a population that the public appreciates being monitored. These offenders are required to register under certain circumstances (it differs per state). Each state has different requirements on this. For example, here in North Carolina, sexual offenders have to register for all sex crimes except misdemeanor indecent exposure. The registry shows their photograph and address. In other states, such as New York, there are tiers for the registry where some are not listed publicly unless it is a certain type of crime or a second or third conviction. So each state might continue monitoring of its offenders a little differently.

Starter Discussion:

Continued monitoring is typically done when the safety of the client, the client's family or the safety of the community has been called into question. Clients such as gang members, people with restraining orders who have a history of domestic violence, sex offenders, and violent repeat offenders are assessed and usually considered high risk to the communities in which they are reintegrating. Other factors include clients with mental illness who have either threatened or attempted suicide in the past and substance abusers who have a history of drug addiction and overdose.

In an external environment the continued monitoring of a client is often a term or condition of their probation or parole. Techniques for continued monitoring include tracking devices like ankle monitors, mandatorily submit to weekly and random drug testing. Sex offenders must register with the state through their county as well as making proper notifications. Verifying attendance for an inpatient intervention or a 12 step program are other ways in which a case manager can maintain continued monitoring.
