War on terror versus war on drugs

Often times, groups similar to the Revolutionary Armed Forces of Columbia (FARC) are explained as Narco-Terror groups. Though, the U.S. makes a clear policy difference between the war on terror, which is really a war to counter violent Islamism extremism, and the war on drugs being prosecuted in South America. Is this distinction valid and it is helpful for a policy framework?
