Though in a realistic organization both are equally essential aspects of a fluidly functioning distribution center. However, having to choose one or the other I would have to say the plentiful workforce would be where I start my sequencing of importance. I feel that maintaining a well trained fleet of employees would make for a more efficient operation within the distribution center. While the transportation system could be contracted out until the company stabilizes and is able to organize other alternatives that are more cost effective and personalized to the company. Much like Amazon in the way that they have expanded their distribution centers into multiple cities and is slowly implementing their own transport system in those areas ensuring incentives such as same day delivery.
