There have been a couple of laws deemed unconstitutional

There have been a couple of laws (deemed unconstitutional) trying to limit the access of children to material that some defined as "offensive." This brings us to the question: In a free society, WHO should control minors' access to "offensive" material on the internet--parents, government, schools, libraries, grand mom, or ISPs? How does the computer keyboard know if it is a child or an adult pressing the keys? Explain / support your response.
