There are two ways to look at the controlling function. One is to believe that given all of the work that went into creating the plan, it is “truth” and if a gap between planned performance and actual performance develops, the problem must be with the performance. The project manager’s job, therefore, is to find and remove the barriers to progress so the team can “get back on track.” Another is to believe that plans are just “tools” and if a gap appears, it is the job of the project manager is to figure out what’s going on and to correct it. This may mean removing barriers to progress and it may mean the plan is wrong and it needs to be replaced. Which of these two ways do you believe is most appropriate and why? Defend your answer or refine it as is appropriate during the discussion.
