The concept of the formation of cavitation really confuses

The concept of the formation of cavitation really confuses me. It is said that when the local static pressure in the liquid sometimes drops below the vapor pressure of the liquid, bubbles are formed which are called cavitation bubbles. Question is how can the liquid molecules convert to vapor state when there is no increase in pressure or heat? Can someone please explain me in a simple concept. Please dont forward me any links as i have already gone through enough of them.
