Policies created through the War on Drugs have led to mass incarceration problems and account for a significant portion of those in prisons (Gau, 2018). Mass incarceration destabilizes "poor, inner-city, minority communities" the most, which often affects blacks and Hispanics significantly more than whites (Gau, 2018, p. 127). The human cost of this creates communities where there is "population turnover" from high incarceration rates, "neighborhood ties and family units" don't exist (Gau, 2018, p.128).
