Should managers have the right to monitor the emails , instant messages and other social media of employees ? Why or why not?

What if employees are warned that email could be monitored ?

If s company sets up an email policy, should only in house transmission be monitored ? Only outside transmissions?

At any point, can a company be accused of unethical monitoring of even "spying"?
