Question: You are the human resources manager for a local village.  The current politicians ran on an agenda of helping the village to become more dynamic.  Therefore, the residents are expecting major positive changes in the areas of economic development, public safety, etc.  Currently, the village employees proceed in a structured and hierarchical environment.  When attempting to recruit employees for the future, should you have open or closed recruitment?  Also, would you prefer people with extensive experience or people who have the potential to gain experience if the candidate has other valuable qualities?  Tell why you gave these answers.
