Have you ever read The National Enquirer "magazine" (or seen it on a magazine stand)? This publication had a huge advertising campaign for many years with the tagline, "Inquiring minds need to know." The purpose statement of a research study is sort of like the attention-getting headline that tells you what the study is about. Most purpose statements aren't quite as exciting as the BigFoot headline above, but they are all pretty important for giving the "story" of the study context.
