Roland Fallon, a “activist troublemaker,” witnessed a friend intentionally stop traffic on a busy Austin, Texas, street so that a car could enter traffic.  Two officers approached Fallon’s friend to talk to him.  Fallon began shouting at the officers to divert their attention.  First, he shouted, “Why don’t you pick on somebody your own size?”  After Officer O’Brien responded, “Are you interrupting me in my official capacity as an Austin police officer?”  Fallon shouted, “Yes, why don’t you pick on somebody my size?”  The police arrested Fallon for “willfully or intentionally interrupting an officer by verbal challenge during an investigation.”  An Austin ordinance makes it unlawful to “in any manner oppose, molest, abuse or interrupt any police officer in the execution of his or her duty.”  Fallon argued that the ordinance violated his rights.  Was he correct?  Explain
