Review Europe's Innovators, Implementers, and Two-Sided Hold-Up by Luke Froeb and Mikhael Shor. Do you agree or disagree with the author's claim that revisions to the IEEE Patent Policy will reduce innovation? Write an essay in which you state your opinion and support it with a critique of the author's argument and external evidence. How does the author use marginal analysis to defend his argument? Your essay should also describe the type of policy that would have the desired effect and how it is different from the policy outlined in the article.
