Kingdon Model Analytical Paper:
Use this protocol as a guide for your midterm paper. Use APA style throughout. The sections provide bulleted guides as to what is required in each of those sections. Your paper should be divided by those sections as stated . Make sections as bolded and underlined. Each section has the maximum points that will be given fro that section. Something that exists. All totaled the paper is worth 100 points.
Section 1 Introduction-write what you’re about to talk about. Describe ea section.
This section introduces your policy. Remember it can be an agency regulation up to a federal piece of legislation. This section should include:
• Name of regulation/legislation
• Date it passed or was adopted
• Summary of regulation or legislation
• Summary of the proposed impact the regulation/legislation is designed to achieve and on what population—-20 points.
Section 2 Problem Stream:
This section talks about how the issue covered by the above policy/legislation was defined. This section should include:
• How is the problem defined by agency/or government
• Who ultimately defined it, which group or person
• Is there agreement about the problem definition-is there a widespread agreement in your agency that there’s a problem (is there a problem with disabilities? Or should we federally fund abortion?)
• Is there still discussion/debate about how the problem is defined
• How is the population addressed in the policy/legislation defined 25 points
Section 3 Solution Stream:
This section talks about how the solution was developed and should include
• What individual or group came up with the solution
• Was there discussion/debate about the solution or was it proposed by a single individual or group
• Was there an entrepreneur who worked the solution through the process
• What group did this entrepreneur represent. 25 points
Section 4 Politics & Windows:
This section should highlight how the politics at the time assisted in moving this policy/legislation along and was there a window of opportunity/leverage point that made it easier to move this policy/legislation through the process
Section 5 Conclusion A single paragraph or two summarizing sections 2,3 & 4.
