Background Information Each year, the federal government determines how to spend the tax money it receives from citizens. To do this, the US Congress works with the president to generate a budget that addresses both mandatory and discretionary spending. Mandatory spending includes entitlement programs, such as Social Security and Medicare. These items are required by law. Congress must include them in its budget, and they are subject to predetermined limits. Discretionary spending includes funds spent on defense. It also includes amounts given to federal agencies and programs, such as the Environmental Protection Agency and the Department of Agriculture. These are items that Congress determines during the appropriations process. The amounts given and the way they are allocated vary from year to year. The appropriations process can lead to disagreements as senators and representatives weigh the needs of the constituents in their districts against the needs of the nation as a whole.
