Question: In 2009, the US Biodefense Strategy Primer established a framework that guides how the US in using threat awareness, prevention/protection, surveillance/detection and response/recovery as the main aspects of the Homeland Security Presidential Directive 10 (HSPD-10) (Poulin, 2009).
