Problem:

Adolescent mental health concerns, including anxiety, depression, and suicide, have risen significantly in the United States, yet access to timely mental health care remains limited (U.S. National Library of Medicine, 2022). Schools are often the most consistent point of contact for youth, making them a key setting for early identification and treatment. This brief recommends federal and state legislation that expands funding for school-based mental health services and authorizes Advanced Practice Registered Nurses (APRNs), including Psychiatric-Mental Health Nurse Practitioners (PMHNPs), to serve as primary mental health providers in school settings. Strengthening school-based services will improve access, reduce long-term mental health complications, and support healthier learning environments (Richter, et al., 2022). Background and Significance Nearly 1 in 5 adolescents experiences a mental health disorder each year, yet more than half do not receive needed treatment (Centers for Disease Control and Prevention [CDC], 2025). Barriers such as cost, provider shortages, lack of transportation, and long wait times disproportionately affect low-income families and underserved communities (Opperman, 2021). Schools provide a unique opportunity to reach youth where they already spend most of their time, making school-based mental health care both practical and highly effective.
