New building completion:

New buildings have to be constructed to meet certain fire safety standards.  It is not acceptable for buildings to be built that do not attain a minimum level of fire safety. This is similar to requirements in other areas such as structure, drainage and electrical installation.

Experience has shown that all buildings, when thought to be complete and finished, almost always have some faults.  For example, fire resisting walls may not extend fully up to the underside of the floor above a false ceiling, fire doors may not be correctly marked or may not shut correctly, fire alarm interfaces may not function correctly on actuation of the alarm or emergency lighting may not function correctly.

Therefore, it is usually necessary for the building to be inspected by the fire safety enforcing authority or by a similar government body so that the building can be seen to have attained the correct standard of safety.
