Introduction: The National Preparedness System outlines an organized process for the whole community to move forward with their preparedness activities and achieve the National Preparedness Goal. The National Preparedness System integrates efforts across the five preparedness mission areas-Prevention, Protection, Mitigation, Response, and Recovery-in order to achieve the goal of a secure and resilient Nation. The National Prevention Framework, part of the National Preparedness System, sets the strategy and doctrine for how the whole community builds, sustains, and delivers the Prevention core capabilities identified in the National Preparedness Goal in an integrated manner with the other mission areas. This second edition of the National Prevention Framework reflects the insights and lessons learned from real-world incidents and the implementation of the National Preparedness System. Framework Purpose and Organization The National Prevention Framework describes what the whole community -from community members to senior leaders in government-should do upon the discovery of an imminent terrorist threat to the homeland. This Framework helps achieve the National Preparedness Goal of a secure and resilient Nation that is optimally prepared to prevent an imminent terrorist attack, including on-going attacks or stopping imminent follow-on attacks.
