• Distinguish which government program (Medicare, Medicaid - for Washington state, or Military/VA) is most/least effective and efficient within the context of:
o Cost
o Quality
o Access for stakeholder groups involved (e.g., patients, providers, administrators)
• Include a table summary with plus/minus implications
• Generate a persuasive position summary that ranks in order the programs and target markets that are most to least beneficial to the healthcare organizations specified.
