Is the national incident based reporting system a better


Is the National Incident Based Reporting System a better way of measuring crime than the National Crime Victimization Survey? I know there are strengths and weaknesses of both, but I’m having trouble determine which is more efficient. I am leaning toward the NIBRS, because it seems that the data is probably more verifiable and concrete, but I could be wrong. Could someone help and explain which of these systems is best and why?
