Explain how the following issues impact the way courts complete their function:
o The implementation of specialized or alternative courts
o The impact of court consolidation and restructuring of victim rights laws
o The changes the court agencies have made (at the local, state, and federal level) in response to the issues above and an analysis of the effectiveness of these changes
