Implementation and enforcement of building codes

International Association of Fire Chiefs:

Recently (May, 2013) the International Association of Fire Chiefs (IAFC) and the Insurance Institute for Business & Home Safety (IBHS) have joined forces in an effort to promote, by way of Congress, a federal building code measure, to be known as Safe Building Code Incentive Act (SBCIA). The intent behind the SBCIA is to establish federal “financial incentives (money) to states that adopt and enforce strong building codes.”

This bascially translates to more federal tax dollars being distributed to approximately 34 states (68%) that currently do not put modern building science to work in order to protect homeowners, businesses, and taxpayers. While the idea of such an enactment appears to have value and most certainly have a positive impact on the implementation and enforcement of building codes leading to fire safety there is a “catch” specifically the expenditure of more federal tax dollars.

Then take one of two positions: 1. In favor of the enactment of the SBCIA and expand the use of federal dollars or 2. Against the enactment which would decrease any added financial federal tax burden.

Defend your position vigorously! If necessary include supporting statements. You need not include a APA citation for any contribution to your defense.
