In South Carolina, you must pay your annual personal vehicle property taxes before a license plate can be renewed and a new decal issued. The tax is based on the value of your vehicle, administered at the county level, and used to help fund schools and other county services. In Richland County for instance, you might pay about $444 this year for fairly new car (2015) worth about $15,000. If you own a new car (2020) worth $25,000 - you may be looking at about $741 this year. If you do not pay the annual tax, you would not have current registration/tags for your car.
Identify a criterion for evaluating policy that might present the annual tax on vehicles in a positive light (ex. effectiveness). Identify another criterion (ex. equity) that might generate an alternative perspective. What do you think of the car tax in SC?
