Problem
There is still debate as to whether the IC is effectively collecting, analyzing, and sharing intelligence with appropriate agencies. Given there have been a number of successful terrorist attacks throughout the US since Sept 11, 2001, can it be stated, unequivocally, that the IC has been effective in sharing intelligence to deal with these threats? Discuss this further.
